A cross-sector approach to accelerate restoration of Malawi’s Miombo and Mopane woodlands for sustainable forest and biodiversity management.
The Government of Malawi, with funding from the Global Environment Facility (GEF), is implementing the Transforming Landscapes and Livelihoods Project (TLLP) to restore Malawi’s Miombo and Mopane woodlands while promoting sustainable forest and biodiversity management.
Project Objectives
The TLLP aims to:
- Improve livelihoods and promote economic diversification for rural communities in Balaka, Ntcheu, and Mangochi.
- Support sustainable land and forest management to achieve national Land Degradation Neutrality (LDN) targets by 2030.
- Enhance green value chains for key agricultural and woodland commodities.
Project Components
Effective Governance Support on LDN – Strengthening policies and regulations for sustainable land management.
Scaling Out Best Practices – Promoting Sustainable Land Management (SLM) and Sustainable Forest Management (SFM) at the landscape level.
Knowledge Management & Monitoring – Enhancing learning, policy coordination, and regional linkages.
CEPA’s Role in the Project
CEPA is involved in supporting Component 1: Effective Governance Support on LDN, focusing on:
– Developing a Policy Influencing Plan (PIP) and Communication Plan to integrate LDN into national policies.
– Conducting a full assessment of sectoral policies and regulations to identify challenges and opportunities for mainstreaming LDN.
– Producing policy briefs and supporting awareness-raising events at national and subnational levels.
– Training national and local policymakers on policy formulation and advocacy.
– Facilitating the development of community bylaws for sustainable land use.
Contributing to the following SDGs

- SDG 15: Life on Land – The project focuses on restoring Malawi’s Miombo and Mopane woodlands, promoting sustainable forest and biodiversity management to preserve terrestrial ecosystems.
- SDG 1: No Poverty – By improving livelihoods and promoting economic diversification in rural communities, the project supports poverty reduction through sustainable land and forest management.
- SDG 2: Zero Hunger – The project enhances green value chains for key agricultural commodities, supporting food security and sustainable agricultural practices.
- SDG 13: Climate Action – The project promotes sustainable land management practices to achieve national Land Degradation Neutrality (LDN) targets, contributing to climate resilience and combating land degradation.
- SDG 16: Peace, Justice, and Strong Institutions – By strengthening policies, conducting assessments, and training policymakers, the project supports effective governance and informed decision-making for sustainable land use and restoration.
TLLP’s integrated approach to sustainable land and forest management plays a crucial role in improving livelihoods, enhancing resilience to climate change, and fostering long-term environmental sustainability in Malawi.
